The Ique brand was a workaround bij Nintendo & partners, to bypass the ban of video games in China:

iQue consoles originated in December 2002 as a joint venture between Nintendo and scientist Wei Yen to bypass China’s 2000 ban on traditional home video game consoles. Based in China, iQue specialized in localized, often handheld, Nintendo hardware (e.g., iQue GBA, iQue DS) and launched the controller-based iQue Player (a modified N64) in 2003. It became a wholly-owned Nintendo subsidiary in 2013.
